Yes, as long as they are all on NA xor EU servers together. Cross NA and EU doesn't work. GW2 doesn't divide characters or accounts by 'server' but by Region (EU, US and China) and by World . Players in the same region can play together anywhere except in World vs World.

GW2 uses megaservers so you can play together regardless of your home server.
